Tax Collector

Local tax revenue is primarily derived from real estate, personal property (for businesses), and motor vehicle taxes.
As you can imagine, our office gets very busy at times. We therefore encourage people to send their tax payments by mail rather than waiting in line.

Please:

  • Remember to save your tax receipts in order to submit them with your income tax returns.
  • If you want us to send you a receipt, please enclose a self-addressed, stamped envelope along with your payment.
  • You can make multiple payments with one check if you wish, except for delinquent motor vehicle tax.
  • Outstanding motor vehicle tax bills must be paid by cash, money order or certified check before you will be issued a motor vehicle clearance.
  • When changing your address with the Department of Motor Vehicles, make sure to change your driver's license and registration as well.
  • When making your request for a Motor Vehicle adjustment, please bring verification of the change with you to the Assessor's Office. Acceptable verifications include:
          1) plate receipt with affidavit
          2) bill of sale
          3) letter from your insurance company
showing the date and reason for the charge
          4) out-of-state registration
  • On your vehicle registration, make sure your proper town code is included.

If you have not received your tax bill, make sure to contact us! Failure to receive a tax bill will not protect you from being charged interest on delinquent payments (CT Statute Section 12-130).

  Important Notice to Taxpayers

Real Estate Bill
If a bank pays your taxes for you, forward this bill directly to your bank. If you no longer own this property, please return immediately.

Motor Vehicle Bill
If you no longer own a vehicle, or if you have assessment or exemption questions, call the Assessor's Office (767-4340 Ext 124). Do not ignore this bill.

Personal Property Bill
If you were in business as of October 1, 2006, the tax is due and payable in full.

These are your only bills. No other bill or reminder will be sent in January.
Please note: installment due dates of July and January. Taxes must be paid within the month of due date. If not, there is an interest charge of 1 1/2% per month (18% annually) from due date, with a minimum interest charge
of $2.00 per bill.

Interest of 3% will be charged on August 2nd. If you wish a receipt, send entire bill along with a self-addressed stamped envelope. Avoid long lines—pay early or by mail. If you pay in person, bring all copies of your bills.

Motor Vehicle Tax is based on the assessment date of October 1, 2006 to September 30, 2007. If your vehicle was not replaced but was sold, destroyed or stolen, contact the Assessor's Office for a possible credit adjustment. Return original tax bill with proof before the 15th of the month tax is due. Remember, plates are the property of the Motor Vehicle Department and must be returned if the vehicle is no longer owned by you or if you move out-of-state. If plates are not returned, you will be subject to taxation under Connecticut law. All information on your tax bill comes from the Motor Vehicle Department, including your mailing address. Any changes must be made through that department.

Supplemental Motor Vehicle Tax is for new replacement vehicles purchased after October 1, 2006 and prior to August 1, 2007, and you will receive a tax bill by January 1, 2008. Supplemental tax bills are prorated during the assessment period October 1, 2006 to September 30, 2007. If your plates were transferred to another vehicle, an automatic credit will appear on your bill for the period the replacement was registered allowing a credit from your July bill.

The 2007-2008 budget for the Town of Essex estimates that $993,047 will be received from the State of Connecticut for various state financed programs. Without this assistance, your 2007-2008 property tax would be 17.89 mills.

Not receiving a tax bill does not invalidate the tax or interest due.

Please note Town Hall Hours: Monday—Friday, 9:00 a.m. to 4:00 p.m.
